Home Upgrade Grant – phase 2
A grant to help those homes not using mains gas to heat the home to become more energy efficient and save money and energy.
The Home Upgrade Grant phase 2 (HUG2) is available to help homes that do not use mains gas for heating and:
- have an Energy Performance Certificate (EPC) rating of D or lower (if you don’t know the rating we can check this) which may result from:
- having non or poor-quality insulation
- having an inefficient high-cost heating system e.g. storage heaters or oil/coal
What can the Home Upgrade Grant be used for?
The grant can be used for improvements such as:
- wall and roof insulation
- air source heat pumps
- smart heating controls
- solar panels – they don not need a sunny day and work using daylight so still function in the winter months
These improvements should help you save money on your energy bills and reduce greenhouse gas emissions.
Who is eligible for the grant?
- Private sector households, owner occupiers and those who rent privately.
- Households with a total income of up to £31,000, or
- Live in particular areas of York – we will advise on the areas
Those living in private rented properties are eligible to apply although landlords must give their permission and contribute at least a third of the total cost of the upgrade, it is 100% funded for owner occupiers.
Properties must also be technically suitable for the measures available in the scheme and have a low energy efficient rating (between D and G on an energy performance certificate). Further information on energy performance certificates can be found on the GOV.UK website.

LEAD Home Energy Advice Scheme
The Home Energy Efficiency Team at the City of York Council is pleased to announce its LEAD Home Energy Advice Scheme for owners of listed and conservation area properties.
If you ‘re worried about rising bills, staying warm in your own home, or even lowering your carbon footprint, but don’t know where to start, this scheme is for you.
The LEAD Home Energy Advice Scheme will provide York owners of conservation-area and listed properties with a detailed Advice Pack containing:
- A thorough insight into the current condition of your property and the best ways to keep your home healthy via insulation, renewable heating and ventilation.
- information on how to complete planning permission applications and gain listed property consent.
- information on current market prices, deals and grant schemes.
- Information on the most up-to-date technology available in the energy sector.
Our experienced advisors will also offer the installation of draughtproofing measures such as radiator foils, draughtproofing strips, loft-hatch insultation and LED lightbulb changes.
To benefit from this scheme, you must:
- Be an Owner Occupier or Landlord.
- Own a property within a York conservation area or own a listed property.
- have an Energy Performance Certificate (EPC) of D or below. If you do not know your Energy Performance Rating, please contact us and we will undertake a new EPC assessment for you.
